Municipal experience built inside local government
Felice has invested more than three decades turning public values into bylaws, budgets, approvals and on-the-ground results across BC communities. His municipal accolades include the Planning Institute of British Columbia’s Planner of the Year (as voted by his peers), as well as provincial, national and international awards for planning excellence and sustainability through the Union of British Columbia Municipalities, the Federation of Canadian Municipalities and the International Awards for Liveable Communities.
As Director of Planning and Community Services, Felice managed planning, building inspection and bylaw services. He worked directly with residents, Council, farmers, community groups and applicants while maintaining an open-door approach.
That experience gave him a practical understanding of how Council direction, professional advice, budgets, bylaws and front-line municipal service must work together. Felice walks the talk and does what he says he will do. At a time when political rhetoric can overshadow substance, integrity is what North Saanich residents are looking for in their new Mayor.

These commitments align with North Saanich Strong’s values while remaining grounded in Felice’s own record and responsibilities as a mayoral candidate.
Set clear priorities, rely on sound evidence and maintain respectful, professional relationships between Council and municipal staff. Residents should always be able to understand the reasons for a decision.
Connect budgets to public work-plan milestones, use monetary reserves wisely and account for the long-term cost of roads, water, drainage, emergency services and other infrastructure.
Protect the Agricultural Land Reserve and agricultural parcels, reduce unnecessary barriers that prevent farmers from bringing local food to market, and strengthen local production, food networks, healthy soils and reliable infrastructure.
Ensure policies provide practical opportunities for the development community to deliver housing for seniors, families and people at different stages of life and across a range of demographic needs without sacrificing community character.
Turn the community’s direction into clear bylaws, budgets, work plans and measurable results. Report progress openly and keep residents involved as the plan is implemented.
As an oil painter, Felice has a direct connection to the region’s creative community and understands how arts and culture strengthen identity, belonging and community life. As Mayor, he will support local artists and cultural organizations, encourage accessible arts programs and community events, and ensure the arts have a meaningful place in North Saanich’s future.
The community has a plan
The new Official Community Plan sets North Saanich’s direction for the next 20 years. Felice will use it to guide provincial growth demands (not the other way around) and assess local proposals against the community’s rural character, infrastructure capacity and environmental limits. The character of the community is not “optional,” nor is it up for negotiation.
Maintain the community being outside the Urban Containment Boundary
Preserve farmland, the Agricultural Land Reserve and viable agricultural parcels
Support working farms, local processing and reliable infrastructure
Increase tree canopy, biodiversity and ecological function
Cross-reference progress on implementing policy initiatives against sustainability indicators in the OCP to ensure we are measuring our successes and addressing any challenges
Rooted on Vancouver Island
Felice has lived his entire life on Vancouver Island. Away from municipal planning, he is a self-taught oil painter inspired by the landscapes, shorelines and forests of the west coast. That personal connection strengthens his commitment to protecting the character and natural setting of North Saanich, a place he and more than 12,000 residents call home.
Open and responsible local government
Municipal governments must operate with transparency and accountability to build public trust, ensure ethical resource management and support democratic participation.
